First Witness of Commercial AC Competency Test (VRV/VRF)
Jakarta - The government encourages the quality of the workforce in Indonesia as measured by standards of ability, knowledge, and work attitude in the midst of today's fierce competition. On that basis, workers in the refrigeration engineering sector must have a competency certificate recognized by the state, namely through the National Professional Certification Agency (BNSP).
The importance of the workforce in the refrigeration engineering sector is stated in the Regulation of the Minister of the Environment Number P.73/MENLHK/SETJEN/KUM.1/10/2019 Article 4 which states that Technicians at levels 2 to 5 are required to have a certificate of competence, while Business Insurers or Activities, in the article it is explained that it is obligatory to employ technicians who already have a certificate of competence.
Certification for workers in the refrigeration engineering sector needs to be a concern. Moreover, if examined in more detail in Article 12, it is stated that the imposition of administrative sanctions on the person in charge of the business and/or activity, who does not fulfill the obligations as referred to in the provisions of this Ministerial Regulation shall come into effect two years from the promulgation of this Ministerial Regulation on October 18, 2019.
Previously there was only certification level 1-3/AC housing. However, the Ministry of Environment and Forestry created a new scheme based on KKNI No. 41 of 2019, including certification of VRV/VRF and Chiller Commercial AC technicians.
PT Daikin Airconditioning Indonesia responded to this regulation by continuously improving itself and improving the quality of its Human Resources (HR). This is evidenced by the fact that on October 18, 2021, Daikin Indonesia, in collaboration with LSP Electrotechnics, will hold an inaugural competency test for the certification of refrigeration technicians recognized by the state, namely the BNSP certificate. Daikin strongly supports this regulation.
Director of PT Daikin Airconditioning Indonesia, Budi Mulia, said Daikin Indonesia was one of the pioneers in the implementation of supporting the government's initiative for certification for level 4 and 5 technician competency schemes, namely VRV/VRF Commercial AC. "By conducting the inaugural competency test in October at the Daikin National Training Center Jakarta (NTC), Daikin also facilitated the implementation of certification because of the completeness of practice units, measuring instruments, tools, space, and also has a training center at the branch with complete facilities. It is important that technicians will be taught how to manage refrigerant from being released into the air." said Budi Mulia.
Budi Mulia added that this will have an impact on increasing the demand for competent workers in the field of refrigeration engineering. The quality of the workforce will be measured by the standards of ability, knowledge, and work attitudes that were passed during the implementation of the certification.
Budi Mulia believes that in the future Daikin Indonesia's distribution network (dealer) will meet the certification requirements to accommodate consumer needs. In addition, Daikin also supports the Ministry of Education and Culture through an MOU with 35 SMKs in Indonesia to date.
"We have identified more than 300 dealers who are required to have level 4-5 certification. And for levels 1-3, it is still running until now for all of our dealers," said Budi Mulia.
Daikin has a training center called Daikin National Training Center (NTC) which is designed to meet the needs of people who want to learn about Air Conditioning Systems. Daikin NTC is appointed as TUK (Competency Test Place) and has comprehensive equipment from residential air conditioners to commercial air conditioners that are ready to conduct competency tests according to government regulations.
In addition, Daikin Indonesia has 13 branches in other regions that are ready to carry out this certification and support technicians in their respective regions.
Since the opening of the Daikin National Training Center in July 2018, Daikin strongly believes that knowledge should be shared in order to be able to answer existing challenges, especially air conditioning problems.
The pandemic has not reduced activities to remain committed to carrying out the vision and mission, instilling the latest and innovative technologies in active participation in answering problems around air conditioning. This is of course through training and capacity building of the participants.
Daikin's national training center is designed to enhance technical competence and raise industry standards. The choice of material that was held was not only prioritized for AC technicians, but was intended for teachers and students of the Vocational High School of Refrigeration and Air Conditioning Engineering (TPTU), instructors, and students from the Job Training Center, especially those majoring in TPTU.
In order to seek preventive measures for COVID-19 and promote its prevention, offline training is carried out with reference to health protocols. The training room and equipment are checked and cleaned regularly.
Before the training begins, all participants whose number is limited are required to check body temperature, wear masks, use hand sanitizers effectively and maintain distance and cleanliness during the training.
"Hopefully the need for information and training can still be carried out but the health of both participants and trainers is maintained. Let's increase the knowledge and ability of AC with the Daikin National Training Center (NTC) and together break the chain of covid-19," said Budi Mulia.
